Originally designed to provide opportunities for communities disproportionately affected by marijuana criminalization, this program aims to level the playing field by offering 48 cannbis microbusiness licenses this fall. The application window, slated from July 27 to August 10, presents a tangible opportunity for aspiring entrepreneurs to enter the burgeoning cannabis market.
However, amidst these efforts lies a stark reality: the underrepresentation of Black and women-owned cannabis businesses in Missouri. To bridge this gap, industry leaders like St. Louis-based BeLeaf Medical and consulting group Harvest 360 are stepping up to the plate. Through sponsorship of accelerator programs and educational initiatives, these companies are empowering marginalized communities with the necessary resources and networks to thrive in the industry.
John Payne, a consultant instrumental in drafting the constitutional amendment, stresses the importance of ensuring a meaningful impact of cannabis microbusiness licenses on Black Missourians. While the actual composition of the applicant pool remains uncertain, Abigail Vivas plans to compile an annual report to shed light on the program’s efficacy in creating access and opportunities for underrepresented communities.
In tandem with these efforts, the Missouri Department of Health and Senior Services is mandated to prepare a publicly available report containing aggregate data for each type of license. Central to this endeavor is a voluntary demographic survey—a crucial component in gaining insights into the industry’s gender, racial, and ethnic composition.
